An image processing section receives the image data generated by a camera and representing images of a vehicle running on a road. The image processing section acquires discrete speed data from the image data at regular time intervals. The discrete speed data is stored into a storage device. The image processing section performs least square approximation on the speed data stored in the storage device and the speed data acquired at present, thereby obtaining a continuous speed characteristic the object exhibits unit it stops. Further, the image processing section performs a differential operation on the continuous speed characteristic obtained, obtaining a continuous speed-change characteristic. A determining section determines whether the vehicle has stopped normally or abruptly. The continuous speed characteristic and the continuous speed-change characteristic can be obtained with high accuracy. As a result, it can be determined, with high accuracy, whether the vehicle has stopped normally or abruptly.
