A image reproduction and display device is provided which has high reliability, a long service life, and a reduced size. The image reproduction and display device comprises a memory circuit 11 constituted by a semiconductor element such as a ROM which has a memory capacity sufficient for permanently storing digital image information (images of more than hundreds of video picture frames or more than several minutes) as digital image signals, and a decoding circuit 12 for decoding in accordance with the MPEG 2 specification. The image reproduction and display device, irrespective of whether or not each image recording and reproducing devices are in operation, reads and converts the digital image information 16 stored in the memory circuit 11 into decompressed and decoded digital image information 16'. Thus, it becomes possible to stop those image recording and reproducing devices, so that the conventional problems such as structural rotation, mechanical contact, reduction of the electrical life by luminescence of the laser diode, and electrostatic breakdown by electrification can be eliminated, and the whole image reproduction and display system can be provided with high reliability, a long service life and a reduced size.
