In an image signal encoding system, a change point detecting device detects a change point of a switching request signal to produce a change point detecting signal as a B picture ban signal. An encoding mode determining device periodically produces I picture mode signals, P picture mode signals, and B picture mode signals when the encoding mode determining device is not supplied with the B picture ban signal. The encoding mode determining device produces an I picture signal in response to the B picture ban signal. The encoding mode determining device produces the I picture mode signal in an initial image plane frame of the editing image signal after a switching time point of selection of a first input dynamic image signal and a second input dynamic image signal in response to the B Picture ban signal. The encoding mode determining device produces the P picture mode signal in a final image plane frame before the switching time point of selection of the first input dynamic image signal and the second input dynamic image signal in response to the B picture ban signal. A register produces, by retiming the switching request signal in using the I picture signal which is produced in response to the B picture ban signal, a switching signal. A selector selects, as an editing image signal, one of the first input dynamic image signal and the second input dynamic image signal in response to the switching signal. An image encoding device encodes, in the I picture mode, the initial image plane frame of the editing image signal after the switching time point of selection. The image encoding device encodes, in the P picture mode, the final image plane frame before the switching time point of selection.

Un registre produit un signal de commutation en resynchronisant le signal de demande de commutation au moyen du signal image I produit en réponse au signal d'exclusion d'image B. En réponse au signal de commutation, un sélecteur sélectionne, comme signal image d'édition, le premier ou le deuxième signal premier plan d'image d'entrée. Un dispositif de codage d'image code, en mode d'image I, la trame initiale de plan image du signal image d'édition après le point de sélection de temps de commutation. Le dispositif de codage d'image code, en mode d'image P, la trame finale de plan image avant le point de sélection de temps de commutation.
