The present invention provides for an impact-type rotary fining, homogenizing and emulsifying device comprising a casing body positioned at a base; and a feed port, a discharge port, and a power shaft disposed within the casing body. At least two rotary impellers adapted to rotate in a positive direction and at least two rotary impellers adapted to rotate in a negative direction are coupled with the power shaft. Each of the rotary impellers adapted to rotate in a positive direction and each of the rotary impellers adapted to rotate in a negative direction are alternately staggered relative to each other in a radial direction. A feed impeller is disposed within the feed port and is coupled with the power shaft. The present invention increases the impact velocity of treated materials to the blades of the rotary impellers without increasing the rotational speed of the rotary impellers.
