The present invention is a pharmaceutical composition in which a drug or vaccine is preserved in spherical particles of a composite containing a glass which is soluble so that the drug or vaccine is released after it has entered the patient's body. The particles are suspended in an anhydrous liquid, preferably perfluorocarbon, and are density matched with respect to the liquid by adding a substance such as calcium phosphate as a density matching agent.
