A method and apparatus for granulating fine particulate matter such as de-inked paper sludge, in which improved granule form and greatly enhanced granulation proportion is achieved in a single pass through a cylindrical housing containing a driven shaft, by the use of granulation guides bearing flat paddles that sweep a housing liner of the same composition as the paddles. In the example both paddles and liner are an elastomer. Granulation rates as high as 96% are achieved with described placement of the paddles and appropriate loads, in comparison with under 30% with prior art pin mills. In addition, caking on the housing is virtually eliminated, making for continuous operation.
