A water structure formed from at least one flexible tube or sleeve to provide a containment vessel, with a single tube or sleeve to include at least one dividing wall for separating the tube or sleeve into two or more columns or water body sections that each receive a volume of water, buoyance material or a mix thereof, and which individual tube or sleeve can be reinforce as by fitting it into a second sleeve, can be reinforced as by securing a section or a mat or mesh material thereto, or the like, and can receive a support structure fitted thereon, and such a single tube or sleeve can include a baffle arrangement therein for dampening a transverse hydraulic force as could move the structure. The invention further resides in a use of a pair of flexible tubes or sleeves that are arranged as a water structure with each tube or sleeve for receiving water or a mix of a buoyancy material and water therein and including an arrangement for securing the tubes or sleeves along shared or common surfaces, or for maintaining the tubes or sleeves together, and may include a connection arrangement, work or support structure, or the like, maintained to the tubes or sleeves, which tubes or sleeves may also including a reinforcing sleeve or matting maintained thereto to strengthen the water structure and to enable it to be used as a permanent or semi-permanent structure, and may include an arrangement for fitting a second tube or sleeve through the first tube or sleeve to reinforce or provide for replacement of a damaged first tube or sleeve, which second tube or sleeve can be so fitted through the first tube or sleeve even when the first tube or sleeve has a volume of water therein.
