A rotatable reel and handle assembly for use with a conventional elongated cylindrical spool of construction line to enable the line to be reeled out and reeled in. The device includes first and second shoulders for positioning against the ends of the spool, which are non-rotatably connected to each other by an elongated shank which extends through the spool. An elongated rotatable handle extends axially from one of the shoulders. The handle is adapted to be held by the user in one hand while reeling in or reeling out the construction line through rotation of the spool and shoulders relative to the handle.
