The past decade has seen many significant improvements in asphalt pavement technology, particularly through large-scale research efforts such as the Strategic Highway Research Programs in the United States and Canada. However, there remains much room for improvement, particularly in the use of shear properties for the design, construction, monitoring and performance prediction of asphalt concrete pavements. The primary objective of this investigation was the design, fabrication and validation of an advanced field test facility known as the In-Situ Shear Stiffness Test (InSiSST TM) for asphalt concrete pavements. The development process took a stepwise approach including the analysis of current testing devices and their related deficiencies. The resulting test facility is portable, stable, and rugged - requiring only a single operator with no heavy lifting or complex set-up. Test results are instantly available and initial validation testing has indicated excellent accuracy and repeatability. Future testing with the InSiSST TM facility will provide invaluable input to pavement performance models and may allow the development of a strength or stiffness-based quality control/assurance (QC/QA) specification.
