This invention relates to an in-situ treatment and remediation system for the in-situ remediation of contaminated soil and groundwater. The system is capable of progressive penetration both vertically and horizontally in contaminated soil and groundwater using a ground penetrating lance for injecting water, chemical and biological inoculants and/or air/oxygen/gases into the contaminated soil and/or groundwater. The invention allows for the development of a treatment grid both as to the depth of treatment and as to spacing between holes in said contaminated soil. While driving the ground penetrating lance into the contaminated soil, one can stop said lance penetration at specific levels for a time period sufficient to treat the soil, and driving the ground penetrating lance into said contaminated soil to the next stop for treatment until the whole in-situ remediation site has been treated.
