Paving support apparatus includes substantially vertical strip restraining elements (5V, 15V, 105V, 205) for defining a boundary around paving members (1) and the like which move laterally during use. Horizontal extension elements (15H, 16, 105W; 107W, 109, 207) are provided which extend out from an outer surface of the vertical strip restraining elements (SV, 15V, 105V, 205) in at bast the lower region of the vertical strip restraining elements (~V, 15V, 105V, 205). Force converting or reinfor- cing elements (15, 5C, 6, 105T are provided for converting the horizontal forces received by the vertical strip restraining elements into vertical forces against the horizontal extension elements, thereby restraining the paving members (1) in the boundary. The horizontal extension elements (16, 107W, 107; 207) extend inwardly of the boundary to underlie the paving members (1) and ac- cept vertical forces to therey clamp the support apparatus.
