There is provided an information recording medium capable of encoding an external AV input signal into MPEG-TS by rapidly converting it to MPEG-PS based on the DVD standard. There are also provided a device and a method for recording information in the information recording medium. A limit format is provided for converting a first stream (such as MPEG transport stream) into a second stream (such as MPEG program stream). The limit format defines that display order of video information consisting of a continuous complete data block starts with a top field (Pf) and ends with a bottom filed (P1) in a continuous reproduction standard time (STC) of video information and audio information containing at least one data block.
