ABSTRACT A panel having two sides and two ends, having a peripheral frame and having at the sides thereof a first surface and a second surface, separated by a predetermined distance. The panel having vertical members, studs, which are staggered by a predetermined distance. Between the first surface of the panel and the second surface of the panel insulation is located, having two ends and two sides and extending from one end of the panel to the other end. The vertical members, studs, are embedded in the insulation. The exterior of the panel surface shall be covered with an approved air barrier, which shall be connected to the next panel by an approved means. This combination of foam block insulation and a continuous air barrier shall eliminate the need for a vapor barrier The foundation panels shall be partly constructed with members, which received an approved treatment and shall be used in conjunction with an additional moisture barrier for foundation application. The horizontal and angled members shall be insulated with blocks of insulation, shaped in a predetermined way.
