ABSTRACT OF DISCLOSURE A soft fluffy light weight substance suitable as a filler and insulating material is made from paper-making waste (an aqueous or dewatered mixture of cellulose fiber and clay) by removing water from the mixture such as by settling, filtering and evaporation, to form a dry, hard agglomerate of clay and cellulose fibers, and then milling the agglomerate for a time such as to pulverize the clay to -100 U.S. Series thereby forming an aggregate containing particles of cellulose fibers having fine particles of clay entrapped thereon. The preferred clay is kaolin.
