ABSTRACT OF THE DISCLOSURE An insulating and protective structure for frozen substrates particularly in the Arctic and sub-Arctic regions, comprising a layer of bituminous coated expanded perlite particles applied to the frozen substrate. The expanded perlite particles are coated with a bituminous material containing sufficient elastomeric polyurethane polymer to provide the desired high temperature and low temperature properties for use in the Arctic and sub-Arctic regions. The polyurethane is chemically bound to the bituminous material. The structure containing the present invention is useful for application to substrates underlain with permafrost is the Artic and sub-Arctic regions. It has advantages over presently known materials used in such areas.
