An insulating brick veneer panel comprises an outer layer of brick veneer elements, a rigid fire resistant backer sheet such as cement bonded particle board, and a core layer of rigid polyisocyanurate foam insulation. The process for making such panels comprises the steps of pre-heating both a tray of brick veneer elements and aggregate, and a mold assembly, to a pre-selected temperature, placing the pre-heated tray and the backer sheet in the mold assembly, combining isocyanurate and a resin with a foaming agent in a spray nozzle to create a polyisocyanurate foam, spraying the polyisocyanurate foam into the mold chamber, and curing the foam for a pre-selected time. The apparatus includes a panel separation table for separating the newly formed panels from the trays.
