Provided is an insulation protection tape useful for pipejacketing. The insulation protection tape includes an adhesive and a film substrate. The film substrate includes a flame retardant and a two-phase thermoplastic elastomer blend. The elastomer blend includes a continuous phase and a particulate phase. The film substrate has a storage modulus of at least about 10 7 Pascals at temperatures of up to about 150 degrees C.
