An article carrier for use on vehicles includes a pair of one-piece elongated low profile side rails fixed in a substantially parallel relationship on a flat surface of the vehicle. Each one piece side rail includes a first plurality of integral support members formed thereon in a predetermined spaced relationship, a second plurality of integrally formed tie- down loops spaced in a pre-determined relationship, and a third plurality of integrally formed fasteners adapted to secure the side rail to the vehicle surface. The support members are adapted to receive crossbars for supporting a lateral load on the vehicle surface.
