ABSTRACT OF THE DISCLOSURE Disclosed is an inter-frame predictive coding apparatus in which a high compression effect can be obtained without substantially degrading the image of the stationary region. According to the present invention, there is provided an inter-frame coding apparatus having a quantizer, which comprises circuitry responsive to the input video signal for determining whether respective picture elements correspond to a moving video content or to a stationary video content to produce a moving- stationary information signal, apparatus for storing the moving-stationary information signal of at least one frame period and apparatus for determining a quantization characteristic in response to the moving- stationary information stored in the storing means to produce a quantization control signal. The quantizer is controlled by the quantization control signal. When the picture elements of stationary video content are detected, the quantizer is controlled such that quantization of the difference signal with respect to those picture elements of the stationary video content is made coarsely, whereby the output information of the quantizer for the picture elements in the stationary image region is apt to be zero and the high compression effect is obtained.
