ABSTRACT A compound of general formula: (IV) Image wherein L is F or Cl, R1 is H or lower alkyl, and X is =N- or =CF-, with the proviso that when X is =CF-, L is F, and a process for preparation thereof. These compounds are intermediates for preparing antibacterial agents such as 1-cyclopropyl-6,8-difluoro-1,4-dihydro-4-oxo- 3-quinolinecarboxylic acids and 1-cyclopropyl-1,4-dihydro- 6-fluoro-4-oxo-1,8-naphthyridine-3-carboxylic acids having amine substituents at the 7-position.
