N ? 0 Ca 0.001 to 0.010, and at least one element selected from the qroup consisting of B 0.001 to 0.080 Ti 0.001 to 0.02 Ce and/or La 0.001 to 0.01 Zr 0.01 to 0.10 the balance being substantially Fe and inevitable impurities.
