A method of balancing transmit signal power among a plurality of constituent Welsh channels in a CDMA celleular communications system, comprises the steps of: (a) determining a pilot filter bandwidth and a quality for each channel; (b) determining {E c /I o ¦ data }¦i; for each constituent Welsh channel, based on E b / I o and processing gain data G data, or E c / I o ¦data = E b/ I o - G data ; (c) determining an optimum pilot E c/ I o requirement for each constituent Walsh channel, or { E c / I o ¦pilot}¦i, where i ={fundamental channel, supplemental channel, control channel}, using Image (d) selecting a maximum pilot E c/ I o , or max{E c /I ¦pilot}¦i and {E c/I o ¦data}¦i, for each constituent Walsh channel in step (b).
