A process for manufacturing mats and other structures such as mats, parking stops, and guard rails from worn out tires. Sidewalls are cut from the tire leaving a circular strip, which is cut transversely to produce an elongated approximately rectangular strip. Spaced slits are cut into the long edges of the strips to form slats suitable for use in manufacturing structures. Several strips are placed together to form a first layer, than additional strips are laid over the first strips at an angle to the first layer strips to form a second layer an adhesive is placed on one of the mating surfaces to bond the layers together, forming a mat. An elastomer, may be coated over the formed structure.
