ABSTRACT OF THE DISCLOSURE The invention relates to highway safety aids for wet weather reflectivity in the form of three dimensional structures or elements that are capable of being placed on a road, such as by applying them to a road along with a paint or other carrier to secure them to a road, such that light from a headlight will be impinged thereon and returned straight back to the source of the light. The structures or elements are made retroreflective by glass beads on a foil backing, or partially silvered beads, for example. The retroreflective elements have a covering with a refractive index that is about the same as that of water. The refractive index is sufficiently high that light that is impinged thereon is still within a visible range after passing through (into and out of) the exterior covering. The elements or structures are of three dimensional discrete shapes having some surface portions that are not parallel to each other so that there are presented to a beam from a headlight many tiny surfaces for impingement of light thereon from headlights delivered at an angle of incidence greater than 45 degrees. Unlike conventional retroreflective elements, these elements do not "black out" when wet, but allow wet weather retro- reflectivity, and accordingly, allow a real highway safety advantage.
