Provided is a liner material that includes a substrate layer, an active material absorbed into or overlying the substrate layer, and a first protective layer overlying the active material on the top surface of said substrate layer. Optionally, a second protective layer underlies the bottom surface of the substrate layer. The protective layers are impermeable to the active material and are water-soluble. The protective layer precludes release of the active material from the substrate layer so long as the protective layers are intact and undissolved.
