A liposome composition containing encapsulated ionizable compound in the form of a co-precipitate with a charged precipitating agent including a polyionic polymer or in poly-ionic nonpolymer, or in the form of a pH-induced precipitate, and a method for producing the composition, are disclosed. The concentration of precipitated compound within the liposomes is greater in the interior as compared to the bulk medium, and the concentration of compound within the liposomes is not reduced in the presence of a proton or alkali metal-ion ionophore added to the bulk medium.
