A liquid dispenser (20) comprises a dispenser body (22) and a flow restrictor (24). The dispenser body (22) has a pump mechanism (56), an intake port (64) adapted for fluid communication with a source of liquid, an intake liquid flow path providing fluid communication between the intake port (64) and the pump mechanism (56), a discharge port (92), and a discharge liquid flow path providing communication between the pump mechanism (56) and discharge port (92). The flow restrictor (24) is in the discharge liquid flow path and is moveable between first and second positions. The flow restrictor (24) is configured for permitting fluid flow from the pump mechanism (56) to the discharge port (92) when the flow restrictor (24) is in its first position, and is configured for at least partially impeding fluid flow from the pump mechanism (56) to the discharge port (92) when the flow restrictor (24) is in its second position.
