A method for manufacturing electrolytic manganese dioxide comprises adding at least one member selected from the group consisting of phosphoric acid, phosphorous acid, hypophosphorous acid and compounds thereof to the electrolyte during the manufacture of electrolytic manganese dioxide using manganese sulfate and a sulfuric acid solution as the electrolyte.
