The setting of the queue thresholds in active queue management schemes such as RED (random early detection) is problematic because the required buffer size for good sharing among TCP connections is dependent on the number of TCP connection using the buffer. Techniques for enhancing the effectiveness of such buffer management schemes are described. The techniques dynamically change the threshold settings as the system load, e.g., the number of connections, changes. The invention uses variables that correlate well with system load. The variables should reflect the congestion notification rate since this rate is closely related to the TCP congestion window size which in turn is closely related to the system load. This can be, for instance, a measured loss rate or can also be a computed value such as the drop probability. Using the techniques, routers and switches can effectively control packets losses and TCP time-outs which maintaining high link utilization.
