Abstract of the Disclosure A locking mechanism (25) for a railway car outlet cover (21) when the cover is positioned over a discharge conduit (13) of the outlet (1). An arm (27) is movable toward and away from the cover and extends across the front (28) of the cover when moved to a position adjacent thereto. A locking bar (47) carried by the arm interfits with a paw (57) when the arm is in its cover adjacent position. A cam (63) carried by the arm is movable from a first position to a second position when the arm is in its cover adjacent position to latch the locking bar and paw.
