A long-range personal restraining device with a gas-tight casing that is configured as a thrown or projectile- type body that contains a net that is folded and compressed, that is ejected in the vicinity of a target by means of an energy source and then deployed radially relative to the trajectory by means of weights that are attached to the net, the net being provided at least in part with a high-speed adhesive that is activated either during or immediately after deployment.
