A method of identifying persons for the purpose of preventing fraud in the receipt of benefits. The method comprises inputting into a data base biometric data relating to the persons in question such as sex, age, eye colour, height, weight, facial images, voice prints, body prints etc. Such data is then used to assign a time period in which each such person may be present at an issue station to receive the benefit. The presence of each such person at the issue station is detached and the benefit is issued only if the person reports to the issue station during that time period.
