A low fire spreading cigarette which has a tobacco section comprising a columnar tobacco filler, an inside cigarette paper sheet wrapping the outer periphery of the columnar tobacco filler, and an outside cigarette paper sheet wrapping the outer periphery of the inside cigarette paper sheet. The heat conductivity of the inside cigarette paper sheet is 0.5 W K-1m-1 or more, while the heat conductivity of the outside cigarette paper sheet is 0.5 W K-1m- 1 or less.
