A low fire spreading cigarette includes wrapping paper (6) for wrapping a filling material into a rod shape. The wrapping paper (6) is formed by calender processing, and the wrapping paper (6) has high conduction bands (10) having an inherent heat conductivity higher than the heat conductivity of the wrapping paper (6) and also has burn suppression bands (16) formed on the wrapping paper (6) and superposed over the high conduction bands (10).
