A low sub-flow smoke type cigarette, comprising a dual-structure wrapper and filled shredded tobacco (5) enveloped by the wrapper, wherein an inner wrapper (6) of the above wrapper consists of machine-made sheet tobacco or slurry sheet tobacco and an outer wrapper (8) consists of normal roll paper. When the inner wrapper (6) consists of slurry sheet tobacco, it envelopes the filled shredded tobacco (5) with its smooth surface positioned on the filled shredded tobacco (5) side.
