ABSTRACT OF THE DISCLOSURE A sealed envelope is pre-stuffed with at least one insert sheet which is positively held in place against any shifting movements relative to the envelope by retention elements attached only to the envelope and in abut- ting engagement with marginal edges of the insert sheets. The retention elements, or chips comprise severed portions of the insert which can be var- ied in size corresponding to the size changes intended for the insert to positively immobilize the inserts regardless of their limited size changes.
