A plug for temporarily sealing the riser portion of a manhole has an inflatable section contained by two sets of 2 parallel concentric discs separated by a cylindrical spacer. An inflatable section expands within a space defined by the discs and cylindrical shape, completely filling all voids and then expands beyond the boundaries of the plug to fill the gap between the plug and the manhole riser in which the plug has been placed. Inflation valves are protected from external damage while the plug is in use, by being hidden within the cylindrical shape beneath a retractable cover. The inflatable section is protected from the walls of the manhole riser by a separate layer of non-inflating material and the top of the plug is protected from damage by a second protective layer, through which water and gases may pass to eliminate any pressure differential from one side of the plug to the other.
