A mechanical dock leveler for installation in a loading dock includes a support frame, a deck displaceable relative to the frame and pivotally mounted at its rear end region (the end facing away from the truck) and a hold down system to restrain upward movement of the platform relative to the frame while permitting walk down of the platform to bring it into alignment with a truck bed. The deck is prevented from springing upwardly by a hold down strap which is under tension at any degree of elevation of the platform and which connects the frame to the platform. The strap has two ends, one of which is engaged to the frame and the other to the platform. One of the strap ends, preferably the upper end, is joined to the platform via a releasable, ratcheting tensioning system. The tensioning system consists of a ratchet hub having a spool to receive the strap, a spring-loaded wind-up strap to rotate the hub to wind up the main strap, a ratchet to permit one-way tightening of the hub and a release mechanism to selectively release the ratchet. Upon lowering of the deck by walking it down, the ratchet hub rotates, driven by the rotary force applied to the hub, to maintain tension of the strap. The ratchet prevents upward motion of the deck following walk down. The ratchet release mechanism may be actuated to selectively elevate the deck in a controlled fashion.
