In this invention a new technique and apparatus for strengthening the reinforced concrete elements, especially columns, is presented. This technique increases the strength and ductility of the reinforced concrete elements without significantly increasing the dimensions or weights of these elements, or even harming the concrete section. In addition, the technique reduces the lateral strains, internal cracking, and volume increase when adding more loads on the concrete element. These advantages can be achieved by providing distributed confining pressure along the element length or the required part to be locally strengthened with increasing the reinforcement ratio at the same time. The external applied pressure using the present apparatus can be easily controlled manually or automatically.
