ABSTRACT OF THE DISCLOSURE The appliance comprises a rotatably mounted plate with clamps for a wheel, a vertical pillar on which is provided an arm which can oscillate in a horizontal plane above said plate and carries a shaft having at its lower end a guiding wheel and a pressure wheel. An eccentric provided between the vertical pillar and the oscillating arm permits rapid and precise move- ment of the arm so as to be able to adjust the position of the pressure wheel relative to the wheel rim to prevent contact therebetween.
