The effectiveness of a system for biodegrading contaminated water obtained from washing articles with one or more organic cleaning agents which contribute from 100 to 100,000 COD of recalcitrant contaminants, depends upon an initial filtration using a reverse-osmosis ("RO") module. RO retentate obtained, containing the contaminants, is treated in an aerobic bioreactor. A stream of suspended biomass is withdrawn from the reactor and separated an ultrafiltration (UF) module, into a cell-free permeate, and a UF retentate without killing more than 25% of the living cells in the stream. The retentate is returned to the bioreactor. The bioreactor operates with a hydraulic retention time (HRT) of at least 24 hr and a solids retention time (SRT) of more than 50 days. A cleaning system including a wash water system and a rinse water system for electronic printed circuit boards is described.
