A carrier is subjected to a crushing process before carrier supported catalyst- containing ink including a catalyst, a carrier, and a solvent is prepared. Using the carrier, the carrier supported catalyst-containing ink is prepared. The ink is further subjected to a filtration process, or a disintegration process as required such that the number of the agglutinates (catalyst clumps) contained in the catalyst or the carrier supported catalyst in the ink is reduced. Then, the ink is applied to an electrolyte membrane.
