ABSTRACT OF THE DISCLOSURE Method and apparatus for applying a conditioning agent to a fibrous material to impart a desirable property to the material, such as an enhanced hydrophilicity. The method comprises the steps of depositing wetting agent in a foamed condition on the fibrous material and establishing a pressure differential across the fibrous material to draw the foam of wetting agent therein. By this method a non-uniform dispersion of the wetting agent throughout the fibrous network is obtained, the concentration of wetting agent being highest on the surface of the fibrous material on which the foam is delivered. As a result, the treated fibrous material has a preferential fluid absorption surface. The invention also provides a fluid-absorbent board of peat moss material with main surfaces having different fluid absorption rates.
