There is disclosed a method and apparatus for cleaning solidified debris from storage vessels or tanks. The method includes providing a diluent fluid on the interior of the tank, followed by heating and stirring of the diluent to at least partially solubilize the debris. The device includes a conduit assembly that is disposed at least partially within the tank and has inner and outer conduits that introduce and then exhaust heated gas to heat the diluent and at least partially solubilizing the debris.
