A method and an apparatus for coding a moving image, capable of obtaining high image quality and high rate of data compression, are provided. A recording medium for recording a program of such coding is also provided. The method according to the invention comprises the steps of comparing current-image pixel block B to be coded and preceding-image pixel block within a predetermined region R of the preceding frame, seeking a specific preceding-image pixel block F minimizing matching error between pixel block B and pixel block F, and, if the matching error exceeds an acceptable value, obtaining one or more orthogonal base systems for approximating AC component vector in current-image pixel block B by inter-frame adaptive orthogonal transformation having, as nest thereof, the preceding image data within predetermined region N including pixel block F, and coding thereby the image data. If the matching error does not exceed the acceptable value, current-image pixel block B is coded based on moving vector <M> indicating specific preceding-image pixel block F.
