An apparatus consisting of a flexible backing having a kiss-cut therein. The apparatus also includes a small pouch which is filled with a product to be dispensed and sealed to a surface of the flexible support. It is preferred that the pouch be located substantially in the middle of the flexible support and that the kiss-cut not extend beyond the borders of the seal. In use, a person grabs two opposite ends of the flexible support and brings those two edges together on the side where the pouch is. This opens up the kiss-cut and the action of bringing the two edges of the flexible support together forces out the liquid from the pouch out beyond the kiss-cut. In another preferred embodiment, the flexible support is further provided with a dry applicator pad on the side opposite where the pouch is. In use, the product would be thus dispensed into the dry applicator pad which can then be used for its intended purpose.
