This invention provides a method and apparatus for enabling fish to pass around or through natural or man-made obstructions by providing a controlled velocity opening through which fish can swim freely. Water velocity through this opening is maintained at a level which fish can navigate by directing a flow of water in the reverse direction to the downstream flow at a point upstream of the control opening such that the kinetic energy and turbulence imparted by the reverse flow counteracts the hydraulic head of the upstream water body, resulting in a controlled flow opening. By passing this opening, fish move from the downstream water body to the upstream water body in one step.
