An apparatus for forming a barrier includes a body having a top, a bottom, a first end and a second end. A first interlock engagement member is provided on the first end. A second interlock engagement member is provided on the second end. The second interlock engagement member is adapted to interlock with the first interlock engagement member whereby a plurality of bodies are joined in end to end relation to form a barrier.
