A method and apparatus for forming a pad (1) having a plurality of sheet elements (2) interconnected along an edge portion (3) thereof by adhesive tape (4). The method includes feeding a strip of sheet element material (29) to a tape applying station (46), applying adhesive tape to the sheet element strip in such a manner as to overlap an edge portion (3) thereof to form a composite band (56) of material, superimposing a plurality of layers of the composite band (56) at a pad formation facility (59 in order that the overlapping tape portion of one layer adheres to an immediately adjacent layer to form a pad block.
