The present invention relates to a method and apparatus for image decoding. The image coding method is comprised of a step for synthesizing a prediction image by utilizing motion compensation; and a step for multiplexing information related to the difference image between an input image and the prediction image, and information related to motion vectors estimated during the motion compensation. There is a case where the prediction image is synthesized by motion compensation using positive rounding, and a case where the prediction image is synthesized by motion compensation using negative rounding. An image encoder is also provided. The encoder is comprised of a memory for storing a reference image and a block matching section to synthesize a prediction image by performing motion compensation between the reference image and an input image, and estimation motion vectors. A multiplexer is provided to generate multiplexed information including information of the motion vectors and information specifying a rounding method which is used for pixel value interpolation in the motion compensation.
